"Seeking good governance at the local level in a decentralised Indonesia, the case of transparency and participation in Batang Regency (2012-2017)"


After a highly centralised regime under President Soeharto (1966-1998), Indonesia shift to the decentralised system in the short period. The country started the “big bang” decentralisation policy in January 1St, 2001.

However, the outcome of this policy is ambivalent. Some local governments have engaged in policy innovations, improved their services delivery and introduced better public management, while many local governments still deliver poor performance and bad governance. The data from the Ministry of Home Affairs showed that 330 regional heads and more than 2,000 local legislators and public servants were imprisoned for corruption between 2001-2014. During 2016, the Corruption Eradication Commission (KPK) arrested 10 Mayors and Regents, including the Regent of Klaten due to her involvement on the public servant positions trading.

This research will explore the development of good governance at the local level by selecting Batang regency in Central Java Province as the case study. This regency was not free from the malfeasance and corruption case. The former Regent and Local Council chairmen were sentenced in 2012 due to the inappropriate allowances for Local Council members. In contrast, the recently improved governance achieves a widely acknowledge from the various institutions, in particular after the Regent Yoyok Riyo Sudibyo was selected as the awardee of prestigious Bung Hatta Anti-Corruption Award in 2015 by the consortium NGOs. Past winners of this Award include Presiden Joko Widodo while serving as the Mayor of Surakarta (Solo) City in 2010.

This study will describe good governance initiatives in Batang under the leadership of Regent Yoyok Riyo Sudibyo and Deputy Regent Sutadi (2012-2017) by investigating their actions, dilemmas and strategies to reach their vision (Clean Bureaucracy, Growing Economic). Their leadership in a new relationship between Local Executive and Local Council under decentralised system is interesting since both of them have no political party affiliation.

I have been working in the Ministry of State Secretariat of the Republic of Indonesia since 1998. Most of my assignment was in the field of International Technical Cooperation. During my structural position, I also became the counter-part coordinator of Indonesia - Australia Specialised Training Project (2004-2008), a collaborative project between the Government of Indonesia and the Government of Australia (AusAID) that provided a diverse customized training and capacity building for local government officials in the targeted regions in Indonesia. My last position is in the Directorate of Policy Analysis and Supports.
